CASA means Court Appointed Special Advocate. The article in the Muncie Star-Press pretty does a good job of describing their duties:
CASA volunteers act as advocates for children passing through the court system, gathering “relevant information about a particular child and then making recommendations to a judge as to what the volunteer believes would be in the child’s best interest,” according to a press release.
